The East Kern County Community Foundation (EKCCF) is sounding the alarm — and leading the charge to end animal cruelty and neglect. We have a plan, the passion, and the leadership to make a real impact. Now, we need powerful partners to bring this vision to life.
Our mission is to create safer, healthier communities through humane animal stewardship, youth-driven advocacy, public health education, and coordinated emergency response.
We’ve developed a clear, coordinated action plan to change the narrative.
This plan includes:
Grant-funded collaboration initiatives
Advocacy at local government levels
Focus on prevention and innovation
2+ years of documented impact
An active 501(c)(3) or equivalent nonprofit status
If your organization is ready to be part of something bigger — and has the capacity to commit time, staff, and expertise — we invite you to partner with us on approximately 10 grant initiatives aimed at fully funding and executing our animal safety and cruelty prevention strategy.
Your expertise, presence, and voice are essential. Together, we will turn outrage into outcomes.
We are calling on:
Veterinary Clinics
Animal Shelters
Animal Control Officers
Animal Welfare Nonprofits
Your expertise, presence, and voice are essential. Together, we will turn outrage into outcomes.
For too long, our county has overlooked the growing crisis in animal safety.
The result?
Overcrowded shelters
Preventable suffering
Needless deaths
We will no longer wait. We’re stepping in where others have failed — and we’re building a coalition to do it right.
We are honored to feature the full CAPS documentary Animal Cruelty in Kern County, California — a sobering and urgent look at the cruelty, neglect, and lack of enforcement impacting animals in our community. CAPS has documented these realities in hopes of catalyzing action, oversight, and reform.
Trigger Warning: This documentary contains mildly graphic footage and descriptions of animal cruelty. Viewer discretion is strongly advised.
This video is produced by the Companion Animal Protection Society (CAPS), and shared here with permission. Please visit their site to learn more about their critical work.
As part of our strategy, we aim to establish a formal partnership with Peeva — a national leader in microchipping and pet reunification. Their cutting-edge tech will help us modernize how animals are tracked, found, and returned home safely throughout East Kern County.
We will be present — every single time the Kern County Board of Supervisors meets. And we want you there with us.
Join us in a movement for change rooted in persistent action and public accountability.
EKCCF is done waiting for change. That’s why we’re launching the Boron Anchor for Community Knowledge (BACK) Initiative, a transformative program designed to tackle Boron’s most urgent challenges head-on.
The BACK Initiative pairs Universal Basic Income (UBI) with Individual Development Accounts (IDAs) to provide immediate relief and long-term economic opportunities. Here’s how it works:
UBI Component: Monthly cash assistance to stabilize struggling families.
IDA Component: Matched savings accounts to help residents invest in homeownership, small businesses, or education.
The BACK Initiative is the first step toward a future where Boron residents no longer have to choose between basic needs and long-term goals.
Our mission is to transform Boron into a thriving, sustainable community by addressing critical issues like:
Clean Water & Sewer Access
Restoring water systems so every home has access to clean, safe water.
Connecting homes and businesses to modern, efficient sewer systems.
Educating the community about sustainable water use for future generations.
Affordable Housing Development
Creating temporary housing solutions for local workers and families.
Revitalizing unused properties into modern, affordable housing.
Partnering with developers to build vibrant, sustainable neighborhoods.
Education & Workforce Training
Equipping schools with the tools they need—like computers and internet access.
Developing workforce programs that teach the skills needed for local jobs.
Supporting lifelong learning opportunities for adults and youth alike.
Safety & Animal Welfare
Collaborating with law enforcement and residents to keep neighborhoods safe.
Expanding programs like Trap-Neuter-Return to care for community animals.
Planning for a community animal shelter to support humane solutions.
Food Security & Health Access
Addressing food deserts by increasing access to fresh, healthy groceries.
Expanding telehealth options so residents can get the care they need.
Developing community gardens for local food production and education.
This is a serious commitment for serious changemakers. If you and your organization are ready to:
Lead local change
Advocate for better systems
Protect animals from harm
